Salazar’s Anti-Fentanyl DISPOSE Act Signed Into Law

WASHINGTON, D.C. – President Biden signed the Servicemember Quality of Life Improvement and National Defense Authorization Act (NDAA) of 2025 into law, legislation that includes Reps. María Elvira Salazar (R-FL) and Joaquin Castro’s (D-TX) Destruction Initiative for Stored Precursors Overseas and Safe Enforcement (DISPOSE) Act (H.R. 9172).

This bill passed both Houses of Congress in December 2024 after passing with unanimous support in the House Foreign Affairs Committee in September.

With my DISPOSE Act having been signed into law, our federal authorities will have the tools they need to crush the fentanyl crisis before it reaches Miami and the United States,” said Rep. Salazar. “The DISPOSE Act will save countless American lives and cut off a major source of income for the cartels trying to destroy our communities. The DISPOSE Act establishes the Precursor Chemical Destruction Initiative to fight drug trafficking with our partners in the Western Hemisphere. Working directly with partner countries, the initiative will:

  • Increase rates of seizure and destruction of listed chemicals in beneficiary countries;
  • Alleviate the backlog of seized chemicals and dispose them in an environmentally safe and effective manner;
  • Ensure that the seized chemicals are not reintroduced into the illicit drug production network within beneficiary countries;
  • Free up storage space for future chemical seizures within beneficiary countries; and
  • Reduce the chemicals’ negative environmental impact. 

The passage of the DISPOSE Act is Congresswoman Salazar’s ninth bill to be signed into law. She has legislated on a wide range of issues including growing our economy, helping small businesses, improving mental health services, protecting our environment, promoting fiscal responsibility, and sanctioning foreign dictators, among others.

    • Signed into law in February 2022.
  • The Summer Barrow Prevention, Treatment, and Recovery Act to reauthorize critical funding for programs that address mental health and substance abuse issues.
    • Signed into law in December 2022.
  • The REEF Act to incentivize retired Navy ships to be sunk and used as artificial reefs in marine ecosystems across America.
    • Signed into law in December 2023.
  • The RECLAIM Taxpayer Funds Act to recover billions in fraudulent government loans and restore fiscal responsibility and government accountability.
    • Implemented by the Biden Administration in December 2023.
  • The Migratory Birds of the Americas Conservation Enhancements Act to protect migratory birds and their habitat, which is critical for the Everglades.
    • Signed into law April 2024.
  • The Forgotten Heroes of the Holocaust Congressional Gold Medal to recognize diplomats who risked their lives to save Jews from the Holocaust.
    • Signed into law December 2024.
  • The DISPOSE Act to destroy fentanyl precursor chemicals and save American lives.
    • Signed into law December 2024.
