DIGNITY ACT 2025 SUPPORT – WHAT THEY ARE SAYING

August 6, 2025

WASHINGTON, D.C. – This week, the Dignity Act of 2025 (H.R. 4393) has gained significant momentum, receiving endorsements from over 30 stakeholder groups nationwide. Support now comes from a broad coalition of faith-based organizations, business associations, farmers, veterans, and immigration advocacy organizations.

“The Dignity Act is a revolutionary bill that offers the solution to our immigration crisis: secure the border, stop illegal immigration, and provide an earned opportunity for long-term immigrants to stay here and work," said Rep. Maria Elvira Salazar. "No amnesty. No handouts. No citizenship. Just accountability and a path to stability for our economy and our future.”

LaCoursiere, JR, National Commander of The American Legion. “This bipartisan legislation offers a comprehensive solution to modernize the legal immigration system while strengthening border security through the integration of advanced technologies and strategic enforcement measures. It not only addresses the security of the border but proposes a fair and humane process to address the undocumented foreign nationals in this country who are critical to meeting our nation’s workforce needs, especially those who care for our older adults who require long term care.”

United States Conference of Catholic Bishops:

“At a time when instances of bipartisan cooperation seem to be few and far between, especially related to immigration, I am deeply grateful to Congresswoman Salazar, Congresswoman Escobar, and their colleagues for this sustained commitment to working across the aisle. Bipartisan collaboration is not only possible, it’s absolutely necessary,” said Bishop Mark J. Seitz of El Paso, Chairman of the U.S. Conference of Catholic Bishops’ Committee on Migration. “Pope Leo XIV has emphasized the responsibility of all political leaders to promote and protect the good of the community, the common good, particularly by defending the vulnerable and the marginalized. Under our current system, families across our nation are living in fear. Bipartisan proposals such as the Dignity Act are a step toward fulfilling the call made by our Holy Father to offer a better way forward—one that begins and ends with respect for the God-given dignity of every person.”

 United States Hispanic Business Council:

“The Dignity Act is what true leadership looks like: principled, pragmatic, and grounded in economic reality. Congresswomen Salazar and Escobar have offered a serious solution to a problem that Washington has ignored for far too long," said Javier Palomarez, USHBC President and CEO. “They understand what American small business owners have been saying for years: our immigration system is broken, but it can be fixed without compromising our values, or our security. They deserve credit not only for their courage, but for their determination to deliver the kind of serious, common-sense reform this moment demands. The Dignity Act of 2025 reflects what we’ve been asking for all along, which is a real solution, grounded in principle, backed by policy, and driven by facts. This is the kind of leadership our country needs, and our business community is ready to rally behind it.”

Niskanen Center:

“The Dignity Act offers a sensible and balanced solution to America’s immigration challenges negotiated by two incredible leaders in the immigration space," said Kristie De Peña, Niskanen’s senior vice president of policy. "With the border now secure, this legislation is what we need to permanently restore law and order, establish a fair process for undocumented immigrants, strengthen our workforce, modernize our legal immigration system, and drive economic growth.”

Mason Contractors Association of America (MCAA):

"The MCAA believes The Dignity Act offers a pragmatic, fiscally responsible solution to one of our nation's most pressing challenges," said Jeff Buczkiewicz, President at the MCAA."This bill shows what's possible when you strike the balance between security, our economy, and respect for the hardworking, law-abiding men and women who are already part of our economy."

National Immigration Forum:

“We are pleased to see a bipartisan effort that provides reasonable solutions to our immigration challenges, and this serves as an example of the cooperation we need. We are encouraged to see several ongoing discussions focused on building a more effective immigration system,” said Jennie Murray, President and CEO of the National Immigration Forum. “The bill would strengthen border security, improve infrastructure at ports of entry, make updates to legal visas, and reform the U.S. asylum system. It would also provide much-needed legal status for Dreamers and long-term undocumented individuals who are contributing to their communities.”

National Retail Federation and National Council of Chain Restaurants:

"On behalf of the National Retail Federation (NRF) and the National Council of Chain Restaurants (NCCR), I write to commend your bipartisan efforts to introduce the Dignity Act. NRF and NCCR have long maintained that immigration reforms are necessary to better accommodate employers’ workforce needs. Both associations are pleased to support this legislation, which would reform and update our nation’s immigration system to promote economic development and enhance national security,” said David French, Executive Vice President, NRF, and Executive Director, NCCR. “NRF and NCCR have supported – and will continue to support – policies to enhance the efficiency and functionality of our nation’s currently outdated legal immigration system. The Dignity Act is a positive step toward such immigration reforms that are long overdue. We are pleased to see Republicans and Democrats working in good faith to ensure the viability of legal immigration pathways."

Business Roundtable:

“BRT applauds Rep. Maria Salazar and Rep. Veronica Escobar for reintroducing the bipartisan Dignity Act. This bill takes important steps to strengthen border security and address workforce shortage – two urgent priorities for America’s economy."

President’s Alliance on Higher Education and Immigration:

“These bipartisan efforts reflect meaningful progress on key issues for higher education,” said Miriam Feldblum, President and CEO of the Presidents’ Alliance. “At a time of skill shortages and global competition for talent, policies that expand access to education and provide clear pathways for immigrant and international students, scholars, and other community members to contribute are essential.” Feldblum continued, “Immigrant and international students and alumni are vital to our economy, innovation, and national competitiveness. We are encouraged that the Dignity Act includes provisions to protect Dreamers, modernize student visa policies, and help the U.S. attract and retain highly educated individuals prepared to meet the challenges of tomorrow. We urge all Members of Congress and the Administration to work together to translate these bipartisan efforts into urgently needed reforms that can be enacted into law. The Presidents’ Alliance stands ready to work with Congress and the Administration to advance common-sense, forward-looking immigration solutions.”

Evangelical Immigration Table:

"As Christians committed to the rule of law, rooted in the biblical conviction that God has ordained the government to restrain evil and ensure order,” said the Evangelical Immigration Table. “We believe the Dignity Act offers necessary reforms to help achieve a permanent immigration policy that remedies wrong-doings, protects our communities, and aligns with the priorities of evangelical Christians.”

The National Latino Evangelical Coalition:

"Latino evangelicals, like evangelical Christians overall, want secure and orderly borders, but they are heartbroken by the large number of longstanding members of our churches and communities who are being detained in dehumanizing conditions, despite never having been charged with any crime," said President, Rev. Dr. Gabriel Salguero of the National Latino Evangelical Coalition. “The Dignity Act would address this crisis by providing a way forward rooted in the biblical principle that all people, including immigrants, are made in God’s image with inherent dignity. I’m thankful to Congresswomen Maria Salazar and Veronica Escobar and the other Members of Congress who have done the hard work of forging bipartisan agreement, and I’m praying this will move forward.”

American Business Immigration Coalition (ABIC):

“As business leaders across the country grapple with labor uncertainty, the Dignity Act offers a pragmatic, bipartisan path forward that strengthens our economy and workforce,” said Rebecca Shi, American Business Immigration Coalition Action CEO. "By providing long-term, law-abiding immigrants with an earned opportunity to come out of the shadows, this legislation gives businesses the certainty and labor they need to grow. The American Business Immigration Coalition Action urges Congress to seize this moment and deliver real solutions for American employers and communities.”

Secure Growth Initiative:

“The Dignity Act represents essential bipartisan legislation that directly addresses the immigration crisis devastating our small businesses and undermining our national economy,” said David Levine, Director of the Secure Growth Initiative and Co-founder & President, American Sustainable Business Network. "This comprehensive, meticulously crafted solution will transform our broken system by providing undocumented workers and Dreamers a clear pathway to permanent legal status, ensuring they can continue driving economic growth and sustaining our critical labor force for generations to come."

“The Dignity Act is an appropriate name for legislation that would enable both undocumented workers, who have provided valuable labor to our small businesses for five years or more, and DACA recipients, who have lived and worked in our country since they were children, to earn a permanent legal status," said David Chase, Director of the Secure Growth Initiative and Vice President, Policy & Advocacy, Small Business Majority. "The Dignity Act would also make clear that we value the contributions to America's economy made by those who have come from other countries.”

“The Hispanic business community proudly supports the Dignity Act,” said Matt Foster, Director of the Secure Growth Initiative and Vice President, SC Hispanic Chamber of Commerce. "Our small businesses have been financially harmed by current immigration enforcement efforts just like all other small businesses.  This legislation will enable small businesses to keep the important labor contributions of the undocumented, allow the immigrant community to once again not be afraid to patronize our small businesses, and finally give Dreamers the relief of knowing that they can stay in a country that they have know as their home since they were children.”

“The Dignity Act recognizes the critical labor contributions of the undocumented and Dreamers to our small business economy,” said Frank Knapp Jr., Managing Director of the Secure Growth Initiative and President, CEO & Co-founder, South Carolina Small Business Chamber of Commerce.“This is the path Congress needs to quickly take to end the chaos of our present immigration enforcement efforts that are financially harming our small businesses by taking their employees and causing the immigrant community to dramatically cut back on their consumer spending.”

FWD.us

“The bipartisan Dignity Act is a much-needed step forward," said FWD.us President Todd Schulte. "We thank Congresswomen Salazar and Escobar, along with the bill’s other co-sponsors, for reintroducing this important bipartisan legislation today. If enacted, the Dignity Act would offer opportunities to strengthen our legal immigration system, protect immigrant families, secure the border, and provide stability for individuals who have contributed to this country for decades. It presents a stark contrast to the harmful actions we’re seeing every day, with the ramp-up in deportations and efforts to strip away status and work authorization from millions."

Third Way:

The Dignity Act is a strong and serious proposal that would fund our border, reform our asylum system, and provide a pathway for longtime residents of this country to earn legal status, pay their way, work, and provide for their families,” said Third Way’s Lanae Erickson, Senior Vice President for Social Policy, Education & Politics. “For Dreamers whose lives have become a political football, it would offer certainty. It would allow those who have another path to earn citizenship to do so but give stability to millions of undocumented people who don’t. And it would invest in American workers while ensuring American businesses have the labor force they need to thrive and grow.”

Essential Workers Immigration Coalition:

At a time when labor shortages continue to challenge employers across essential sectors—hospitality, healthcare, construction, agriculture, and food processing—the Dignity Act offers real solutions to help stabilize the workforce, fill critical jobs, and sustain American businesses,” said the Essential Worker Immigration Coalition (EWIC). “Congress now has the opportunity—and responsibility—to act. We urge lawmakers in both parties to come together and enact meaningful, bipartisan immigration reform legislation this year. It is time to move forward on protecting essential members of our communities who contribute daily to the strength of the U.S. economy.”

Improve The Dream:

"Improve The Dream applauds this bipartisan effort, which is a step forward in solving problems in our system which prevent long term immigrants from fully contributing to our country,” said Dip Patel, Founder of Improve The Dream. "In particular, thousands of families in the green card backlog and others on long term visas would be afforded light at the end of the tunnel. Hundreds of thousands of young people who have grown up in the country would also receive permanency. We appreciate Congresswoman Salazar, Escobar, and all members willing to work together to find solutions that allow our country to become more prosperous."

World Relief:

“Over the past several weeks, many evangelicals across the country have been dismayed by images and stories of families being separated by immigration enforcement actions, church members being detained, businesses disrupted and threats of deportation to people who have lived peaceably in this country for many years, said Myal Greene, President & CEO of World Relief. “With a surge in immigration enforcement resources in the funding bill that passed recently, these dynamics are likely to increase. Surely, there must be a better way, and this bill represents an approach that respects the rule of law but also is compassionate and humane.”

“The Dignity Act hits the sweet spot of evangelical Christians’ immigration policy concerns,” said Matthew Soerens, vice president of advocacy and policy at World Relief. “Evangelicals do not want families to be separated by deportation, and they’re increasingly troubled by the administration’s indiscriminate immigration enforcement, which often separates marriages or removes moms and dads from their children. But most evangelicals are also uncomfortable with an amnesty approach that simply ignores past violations of immigration law, without penalty. The Dignity Act’s approach — allowing undocumented immigrants to earn permanent legal status by paying a significant fine and meeting other requirements — is a way to both honor the law and show compassion.”

Asian American Christian Collaborative:

“Many evangelicals are deeply troubled by what seems like indiscriminate immigration enforcement, which has led to the detention and deportation of longstanding members of our churches and communities who haven’t been convicted of any crime," said Raymond Chang, President of the Asian American Christian Collaborative. "This bill would provide a way forward for these integral members of our community. I’m praying Members of Congress on both sides of the aisle will work together to pass it into law.”

Council for Christian Colleges & Universities (CCCU):

“The Council for Christian Colleges & Universities (CCCU) is grateful that Congress is working toward bipartisan solutions to immigration through proposals like the Dignity Act and its inclusion of the DREAM Act provision,” said David Hoag, President, Council of Christian Colleges & Universities. “This critical component of the legislation offers a path to stability and opportunity for Dreamers—young people brought to this country through no fault of their own who have been shaped by our communities, churches, and campuses. The CCCU advocates for Dreamers to have the opportunity to thrive in environments where they can grow academically and spiritually, and this provision would contribute toward that important goal.”

State Business Executives:

“The Dignity Act represents pragmatic, bipartisan leadership on immigration reform—a cornerstone issue for American industry and the businesses we represent,” said Peter Guzman, Latin Chamber of Commerce Nevada President and State Business Executives Board Chair.  “Our economy depends on a reliable, skilled workforce, and this legislation offers a smart, comprehensive solution to address labor shortages while honoring the dignity of individuals who contribute to our growth.”

“This bill provides the predictability and workforce continuity that businesses across industries—manufacturing, agriculture, construction, and services—desperately need,” said Justin Yancy, Texas Business Leadership Council President and State Business Executives Past Chair.  “By offering a structured path to legal status for longtime contributors to our economy, the Dignity Act helps stabilize operations and ensure U.S. businesses remain competitive globally.”

“From chambers of commerce to trade associations, business leaders agree immigration reform is an economic necessity,” said Jeff Wasden, State Business Executives President & CEO. "The Dignity Act presents a workable path to resolve longstanding issues, protect our workforce, and restore order to a system that is failing both employers and workers.”

Critical Labor Coalition:

“America’s workforce is currently facing a perfect storm,” said Misty Chally, Executive Director Critical Labor Coalition. “The ongoing labor shortage, exacerbated by an aging population, and declining workforce participation has left employers struggling to fill jobs across nearly every industry. In fact, if the percentage of people participating in the labor force were the same as in February 2020, we would have millions more people in the workforce today.  The DIGNITY Act of 2025 is a strong, bipartisan bill which helps address the needs of America’s job creators."

Tile Roofing Industry Alliance:

"The Tile Roofing Industry Alliance (TRI Alliance) is pleased to support H.R. 4393, the Dignity for Immigrants while Guarding our Nation to Ignite and Deliver the American Dream Act or DIGNITY (DIGNIDAD) Act,” said Rick Olson, President of the Tile Roofing Industry Alliance. "We believe this bill would build on President Trump’s success at the southern border and reform the legal immigration system while addressing critical workforce needs for businesses and the American economy."

National Association of Landscape Professionals:

“The National Association of Landscape Professionals fully endorse the DIGNITY Act as a pragmatic approach towards fixing America’s immigration system and historic workforce crisis,” said Senior Vice President of Government Relations and Membership at National Association of Landscape Professionals. “We look forward to working with policy makers in D.C. on getting the DIGNITY Act across the finish-line during this Congress.”

National Horsemen’s Benevolent and Protective Association:

“The National Horsemen’s Benevolent and Protective Association (HBPA), strongly supports practical immigration solutions that recognize the skilled labor needed when dealing with race horses,” said Eric J. Hamelback, CEO of the National HBPA. “We applaud bipartisan efforts such as the Dignity Act and will review its details closely to see if it offers more certainty and flexibility than the Farm Workforce Modernization Act. We remain committed to working with Congress to ensure our industry has access to a stable, legal workforce while also upholding the dignity of those who help make our sport possible.”

WERC:

“U.S. employers need a modernized employment-based immigration system that remedies the adjudication and visa access challenges that allows them to address critical skills gaps and to effectively move the current and potential talent essential for empowering economic growth and workforce growth,” saidWERC Vice President of Public Policy and Research Michael T. Jackson. “The Dignity Act is an important bipartisan step toward addressing many of these challenges. WERC and our members are ready to work with Rep. Salazar, the bill’s co-sponsors, and other stakeholders, to enact solutions that best support the employers and their workforces at the heart of the United States’ economic competitiveness and innovation.”

Power & Communication Contractors Association (PCCA):

"PCCA members work every day to close the digital divide and strengthen America's power grid, but we desperately need workers to finish the job," saidPower & Communication Contractors Association Chairman Ed Campbell.  "The Dignity Act is a well-balanced, common-sense approach that addresses all the immigration challenges. It tackles the workforce issue while also investing billions in border security measures, overhauling our failed asylum processes, and improving the legal immigration system. Moving immigration reform in our current political climate is certainly a daunting task, and I commend Rep. Salazar and Rep. Escobar for their courage and resolve. PCCA members have their back on this issue and pledge to support them throughout the legislative process because we know it's right for our industry, it's fair to law-abiding immigrants, and it's good for America."
